Roundtable “The Russian State Library - Acquiring legal deposits of printed editions in the electronic form” 31.03.2017
23 March 2017 the Conference Room of the Russian State Library (RSL) hosted the roundtable devoted to the system of acquisition of legal deposits of printed editions in the electronic form (OEK system) developed at the Russian State Library pursuant to Federal Law ¹ 278-FZ dated by 03 July 2016 “About amendments to Federal Law ¹ 77-FZ dated by 09 December 1994 ‘About Legal Deposits’" (currently in force since 01 January 2017) and its work.

The discussion was organized by the Russian State Library, the Education and Methodology Centre “Direct Media” and the Russian Association of Digital Libraries.
Among the participants of the meeting there had to be mentioned the director general of publishing house “Direct Media” Konstantin Kostiuk, RSL IT director and director of the Russian Association of Digital Libraries Igor Gruzdev, head of the Department of organization and management of the collections of the RSL Digital Library Anton Yerpuliov and head specialist of the RSL Department of support of Internet technologies Kirill Rumiantsev.
Igor Gruzdev greeted the audience, this including the virtual viewers who were able to participate in the event through the official website of the Russian Association of Digital Libraries http://www.aselibrary.ru. After that the speaker outlined the theme of the discussion and the main questions to be dealt with.

The first part of the meeting was conducted by A. Yerpuliov. It was devoted to the order of work with legal deposits of printed editions in the electronic form at the Russian State Library and to the system of acquisition of legal deposits of printed editions in the electronic form https://oek.rsl.ru. There were demonstrated main sections of the website with a point of particular attention at the document producers’ authorization in the OEK system. There were also shown format requirements and technology of processing of the coming copies of printed legal deposits in the electronic form. There were also demonstrated functions of the OEK system with the example of work at the operator’s virtual office. To conclude his speech, Mr. Yerpuliov gave brief statistics on the OEK system.

The second part of the discussion was carried out in the form of answers to the questions which had arrived even before the beginning of the roundtable from publishers, associations of book publishers and representatives of higher education institutions. Having emphasized the urgency of the theme of the meeting, Konstantin Kostiuk decided to read out the questions from document producers.
Extended to the utmost degree were the answers presented by I.Gruzdev, A.Yerpuliov and K.Rumiantsev. Currently in force since 01 January 2017, Federal Law ¹ 278-FZ dated by 03 July 2016 was being explained with most details, for its provisions would remain ambiguous for document producers. The other matters to be dealt with by the participants of the roundtable were liability of document producers for timely transferring/not transferring their printed legal deposits in the electronic form, Copyright, usage and preservation of printed legal deposits in the electronic form at the Russian State Library, together with diverse practical and technical aspects of the OEK system and its work.

Unfortunately, the allotted time for the roundtable was restricted, thus not all the questions turned out to be read out and answered, nor were those ones which came during the Internet broadcast as a feedback from website of the Russian Association of Digital Libraries http://www.aselibrary.ru/. As Igor Gruzdev assured, each request would be processed, and their authors would receive emails with answers. Summing up the achieved, Mr. Gruzdev pointed out that the explanatory work concerning the procedure of transfer of printed legal deposit copies in the electronic form to the Russian State Library would be continued, and the following session of the roundtables would be announced in advance.
