Fifth International Professional Forum Book. Culture. Education. Innovations (Crimea 2019) 20.06.2019
 
8 – 16 June 2019, in the city of Sudak (Crimea) there took place the Fifth International Professional Forum “Book. Culture. Education. Innovations” (“Crimea 2019”). The main organizer of the forum was the Russian National Public Library for Science and Technology (RNPLS&T).
 
Among the co-organizers there were:
 
  • Ministry of Culture of the Russian Federation;
  • Ministry of Science and Higher Education of the Russian Federation;
  • Federal Agency in Print and Mass Communications;
  • V.I.Vernadsy Non-Governmental Ecology Foundation;
  • International Association of Users and Developers of Digital Libraries and New Information Technologies;
  • Ministry of Culture of the Republic of Crimea;
  • National Library Association “Libraries of the Future” (NABB);
  • Russian State Library;
  • M.I.Rudomino All Russia National Library for Foreign Literature.
 The inter-regional and local co-organizers were:
 
  • I.Franko Republican Universal Scientific Library (Simferopol);
  • I.Gasprinsky Republican Crimean Tatar Library;
  • Tourism and Health Complex “Sudak” ( “Sudak”, Sudak).
Within the framework of the forum there were held the following events: the 26th International Conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business”, the 5th Museum Assembly “Preserving Traditions, Bringing In Innovations”, and the 2nd Research and Educational Symposium “Building and Developing the Modern Digital Environment for Education and Science”. There were organized as well the 4th Industry Conference “Book Publishing and Libraries: Routes of Cooperation”, the 4th General Conference of the National Library Association “Libraries of the Future”, the 2nd International Conference on Global Ecological Problems, the 2nd Researchc Conference “Scientometrics, Bibliometrics, Open Data and Publications in Science” and the 2nd International Conference in Global Environmental Problems.
 
The forum gathered delegates of the Ministry of Culture of the Russian Federation and of the Ministry of Science and Higher Education of the Russian Federation, specialists of largest libraries and leading IT companies, teachers and lecturers of universities, publishers and representatives of book-selling organizations, people of science, culture, education, etc.
 
At the opening ceremony, Yakov L. Shraiberg, chair of the Organizing Committee of the “Crimea” forum and the director general of the RNPLS&T, spoke to the audience.
 
Other greeting speeches to the forum participants were pronounced by representatives of the State Duma of the Russian Federation, of the Ministry of Culture of the Russian Federation, of the Department of National Scientific and Technical Policies of the Ministry of Science and Higher Education, of Federal Agency in Print and Mass Communications and of the Ministry of Culture of the Republic of Crimea.
 
The “Crimea” forum of the year of 2019 witnessed a great number of events organized with the support of the specialists of the Russian State Library (RSL).
 
Thus, 10 June 2019 (which was the first working day of the forum meetings) there was held the Central Discussion Platform (its first session) “National projects – role of libraries”. The event was conducted by Yakov L. Shraiberg, the director general of the RNPLS&T, Oleg N. Afonin, head of the Department of Coordination and Support of Research Infrastructure, Information Support of Science and Openness of Scientific Creative Work of the Ministry of Science and Higher Education of the Russian Federation, Lidia V. Fediakina, deputy director of the Department of Information and Digital Development of the Ministry of Culture of the Russian Federation, and Anastasiya Yu. Diatlovskaya, head of the Department of Priority and Institutional Projects of the Russian State Library. The discussions were devoted to the national projects of “Culture” and “Science”, as well as to the role of libraries in them. Problems of national and specialized subscription were also touched upon.
 
Oleg N. Afonin presented his speech on the national project of “Science” where he raised the problems of publication potency of Russian authors at the global community level. One of the principal aims of the project was to secure Russia’s presence among the five leading world countries carrying out scientific research in the priority spheres of scientific and technological development. Mr Afonin pointed out at the necessity to raise the number and, what was even more important, the quality of publications by national authors. The report reflected the statistics concerning the dynamics of the target grades of national project “Science”. There was also offered a prognosis for the moment of project termination. The other matters dealt with in the report were the strategy of the scientific and technological development, and the “landscape” of the publication activities of national authors (among the regions of Russia) for the year of 2017.
 
The speaker to follow was Yakov L. Shraiberg with “National subscription – a new stage”. Since 2014, RNPLS&T had been an operator of the 'National/Centralized Subscription’. The years of the project functioning witnessed augmentation of the number of full-textual data bases accessible by subscription (thus, in 2014 there had been provided subscription for 10 full-textual journal data bases, that including the bases of ‘Web of Science’ and ‘Scopus’, while in 2017 there was available subscription to 29 full-textual databases). Approximately 1,300 organizations and higher education institutions were provided access to the subscription resources. At the moment of speaking the ‘National/ Centralized Subscription’ project was included into the national project of “Science”.
 
Lidia V. Fediakina presented her speech “National project Culture”. The speaker was glad to point out that regional authorities had finally paid their attention to libraries. Material and technical base, the necessity of electronic resources (which were never likely to substitute books however) – all those matters needed their concern badly. In the contemporary world library was a basis and a centre of intellectual development at the same time. The activities of library were to be integrated with those ones of other establishments of culture and education. Apart from that Ms Fediakina touched upon such theme as creation of model libraries within the framework of the national project of “Culture”.

Each of the aforementioned speeches was met enthusiastically and provoked hot discussions.
 
11 June 2019, there was held the Day of the Russian State Library within the framework of the “Crimea” forum. Among its main events there had to be mentioned the following ones:
  • Master class “Model libraries – filling in the application form”;
  • Discussion roundtable “The National Digital Library – reloading”;
  • Roundtable “Library economics. The extra-budgetary and other matters”;
  • Discussion roundtable “International activities 2019”;
  • Roundtable “Librarians’ professional education – the demands of the modern stage”.
As a part of a tradition, the days of the “Crimea” forum witnessed international conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business” to be held. The main theme of the year of 2019 was “New trends of development of digital environment and their influence on the spheres of science, culture and education”. Within the framework of the conference there was organized Section 1 “Digital libraries and online resources in the modern library and information environment”. That section was a special event prepared for the Day of the Russian State Library.

The section was conducted by Igor A. Gruzdev, IT director of the RSL, Mikhail V. Goncharov, leading researcher and head of the Group of prospective research and analytical prognosis of the RNPLS&T, and Nina V. Avdeeva, head of the Administrative department of management and monitoring service for clients of the RSL. At the section session which took place 11 June 2019, the participants could enjoy 13 speeches.
 
Nina V. Avdeeva reported on the electronic services provided by the Russian State Library, that including the new ones (the “RSL Internet Store of Services”) together with those ones re-started (“Testing texts for plagiarism against the full-text database ‘Digital Dissertation Library of the Russian State Library’ with usage of the specialized software for textual-document processing”). The audience revealed their particular interest in service “Selling redundant copies of the editions of the RSL collections” broadening capabilities of usage of printed books.
 
Mikhail V. Goncharov (RNPLS&T, Moscow) spoke on the open electronic archives and the electronic library developed in the RNPLS&T. He admitted those electronic resources were in demand.
 
The new capabilities of search systems used in the programme products developed by LLC “Raduga-LIK s Vami” (Ryazan) were described by Vladimir M. Liutetsky in his speech.
 
Anna Trifonova (the “ProQuest” company, Hamburg, Germany) gave information on where to access foreign dissertation theses.

“Medical education, research and practice – online resources ‘Wolters Kluwer OVID / Lippincott Williams and Wilkins’” was the title of the speech by Galina D. Karmishenskaya (SC “METE”, St. Petersburg).
 
The state of affairs of the programme of digitalization of valuable and rare books within the framework of national project “Culture” was reported on by Vadim . Andreniuk (“ELAR” Corporation, Moscow).
 
Sergey G. Ivanov devoted his speech to the aspects of digitalization of the educational environment of the higher school offered by the ‘IPR MEDIA’ company.

Kirill A. Kolosov (RNPLS&T, Moscow) presented to the audience the tendencies and technologies developed by and implemented in the electronic libraries of the RNPLS&T.
 
The problems of electronic acquisition and accreditation of higher education institutions were raised by Petr A. Berberov’s speech (LLC “Znanium”, Moscow).
 
The speech by Arkady V. Kulikov (the “Grebennikov” Publishing House, Moscow) touched upon the questions of acquisition of the electronic collections of the ”Grebennikon” digital library.

The report by Elena R. Zamyshliaychenko (Moscow Province Universal Library, Korolev, Moscow region) was devoted to the urgent problems of the libraries of the Moscow region and their participation in the ‘National Digital Library’ project. Ms Zamyshliaychenko would also offer possible solutions for the problems indicated.
 
Natalia D. Trishchenko (Moscow State University, the Association of Web Publishers, Moscow) spoke on the essence of the ‘wiki’ projects.
 
The informational part of the section was crowned by Oleg S. Kolobov (Federal State-Financed Establishment of Science the ‘Institute of Computational Technologies of the Siberian Department of the Russian Academy of Sciences’, Novosibirsk) with his speech “Prototype of the programme platform for developing modern library services”.

Nina V. Avdeeva summed up the results of the event carried out and wished the participants of the “Digital libraries and online resources in the modern library and information environment” section to go on working fruitfully.
 
Apart from the plenary meeting and eight sections, the forum included a great number of other events, such as seminars, roundtable discussions, conferences, speeches and performances devoted to the national holiday of the Russian Federation (Russia’s Day), as well as to the Day of the Crimean Libraries, jubilee of the Russian State Child Library and other particular days. There were also organized specialized events of the National Electronic and Information Consortium, of the IRBIS School and others.
 
The participants of the “Crimea” forum were offered a traditionally rich cultural agenda. They could enjoy quiz show “What? Where? and When? in the library and information, book and publishing space”, “Who are you, Mr X?” (a new format of the intellectual and discussion duel “To the barrier!”), video contest “Every possible thing about libraries, in libraries and for libraries”, exhibition “Library systems, informational and publishing productions”, excursion tours, musical performances, etc. The forum guests could participate in competitions in tennis and ping-pong, billiards and chess.
