Open House for Librarians of Moscow and Moscow Region 07.06.2016
For the thirty – fourth time the Russian State Library let inside a wide circle of the interested who were professionals, readers and librarians. The Open House 31st May 2016 demonstrated the diverse sides of the library and its  life which covered serving readers, forming and presenting printed and electronic materials, exhibition work, publishing, etc. As a part of tradition, specialists of the RSL gave consultations concerning a wide range of subjects.
The 2016 – Open House at the RSL was started by Vladimir Ivanovich Gnezdilov’s speech.
The acting director general of the RSL marked that the year of 2015 had been a sort of an ‘outburst’ year for the library in the sphere of information technology, which was a result of turning the RSL into an operator of the National Digital Library. In 2015 there was organized and built a modern centre of information processing with huge capabilities for digitalization of collections of the RSL.
All the year the library had been widening a circle of contacts with potential partners. A direction of importance for the work of the library was chosen to make the RSL a real centre of culture. There were held diverse exhibitions, excursion work was given considerable attention (see http://leninkatour.ru). Besides, Mr. Gnezdilov highlighted that the Russian State Library had been an active participant in legislation as it concerned library work. Two draft laws were in State Duma under consideration – “About Library Work” and “About a Legal Deposit Copy”. In case the amendments offered by the RSL were approved, a serious step would be made towards achieving solutions for the problems of stocking library both by printed and electronic materials. The aforementioned projects – if supported –  would also contribute to NDL development.
Detailed report on the changes in the library’s life within the previous year, as well as on the state of affairs for the moment and on prospects, was presented by heads of the four main directions of the RSL work:
1. Tatyana Victorovna Mikhailova, head of the Administrative Department and of the Department of Library and Information Service of the RSL prepared speech “Library for readers.
Library and Information Service at the RSL for the Present Moment”. The reporter mentioned changes which had taken place in 2015. There were accepted new “Rules for Users of the Russian State Library” and “Order of Internal Enrolment at the Russian State Library”. Now any citizen either of the Russian Federation or of any other country aged over 14 could become an RSL – reader. Tax payment for photos for the reader’s cards was cancelled, and there was authorized taking photos of documents of the RSL collections exclusively for private usage.
2. Nina Vladimirovna Avdeeva, head of the Administrative Department of Management and Monitoring Service for Clients of the RSL spoke on “Library for Users. Digital Resources of the Russian State Library”.
The report concerned the collections of the Digital Library of the Russian State Library, online services presented by the library, and work of the Internet store of services of the RSL. Subjects of particular attention turned out to be an opportunity to realize remote enrollment at the RSL, and the service of selling redundant editions written – off the RSL collections. Users of the library were welcome to order over 8 thousand editions, among which there could be found books, manuals, albums, collections of maps, periodicals (including scientific ones) published in different years. The written – off editions meanwhile would go on coming to the list available on the RSL Internet store. Users were welcome to receive the ordered editions either personally when visiting the library, or by post. The rules according to which the service was provided were available on store.rsl.ru. There users were also welcome to order the editions they were interested in.
3. Natalya Yuriyevna Samoylenko, deputy director general of the RSL in external relations and exhibitions, continued the plenary meeting by her speech “Library for Visitors.
 Exhibition Policy of the RSL”. She reported on principles, directions and prospects of exhibition activity of the library. Natalya Yuriyevna stressed the necessity of rendering exhibitions carried out at the RSL modern ones, attractive and available for the public. There were also announced the exhibitions prepared for visitors at the Ivanovsky Hall – “Alexander Ivanov and the Bible” and “Book Treasures of the Russian State Library as Viewed by Modern Designers”.
4.Alexander Yuriyevich Samarin, deputy director general of the RSL in scientific publishing, presented his speech “Journals of the RSL – New Formats and Perspectives of Positioning in Professional and Sociocultural Environment”. The speaker informed the audience on the changes of the journal format and requirements for articles to be published by the RSL in “Observatoria kulturi” (“Observatory of Culture”), “Bibliotekovedeniye” (“Library Study”) and “Vestnik BAE” (“Informer of LAE”). 
The plenary meeting was broadcast directly online on the official website of the Russian Association of Digital Libraries http://www.aselibrary.ru.
Within the framework of the Open House, the Department of Dissertations of the Russian State Library invited to the roundtable discussion representatives of the Department of Attestation of Scientific and Research and Teaching Personnel and of dissertation councils. The discussion was devoted to the problems of presenting a legal deposit copy of dissertations.
Among the participants of the event there were the following ones: deputy director of the Department of Attestation of Scientific and Research and Teaching Personnel of the Ministry of Education and  Science of RF Vladimir Vladimirovich Gayduk, CEO of Federal State Autonomous Scientific Establishment “Centre of Information Technologies and Systems of Executive Authorities” Pavel Pavlovich Starikov, deputy head of department, head of the project of FSASE “Centre of Information Technologies and Systems of Executive Authorities” Artem Nikolayevich Dmitrishin. Three speeches started the discussion:
1) By Irina Lvovna Sakirko, head of the Department of Dissertations of the RSL, “Order of Presenting a Legal Deposit Copy of the Defended Dissertation with the Accompanying Documents to the Russian State Library”,  
2) By Marina Alexandrovna Sergeyuk, chief specialist of the Department of Support of Access to Digital Resources, “Stocking Digital Library Resource by way of Entering Licence Agreements with Authors and Copyright Owners”,
3) By Vera Mikhailovna Ledovskaya, head of the Sector of Document Study of the Department of Prospective Development of the RSL, “Evaluating Originality of Texts. Experience of Specialists of the Russian State Library”.
Besides, Vladimir Vladimirovich Gayduk spoke on the changes in the procedures of attestation of scientific and research and teaching personnel approved by the Government of the Russian Federation on 21 April 2016 by Decree ¹ 335. Then he marked that the Ministry of Education and Science of the Russian Federation were planning to make dissertations to be presented and stored only in the digital form. 
The representatives of the FSASE “Centre of Information Technologies and Systems of Executive Authorities” answered the questions concerning work of the United State System of Processes of Attestation of Scientific and Research and Teaching Personnel of Higher Qualification (ÅGISM). They highlighted importance of satisfying the requirements towards the arrangement of dissertations.
After that, the specialists of the Administrative Department of Management and Monitoring Service for Clients (UFKS) of the RSL organized a roundtable discussion “How to prepare an original scientific publication”.
Chief specialist of the Sector of Document Study of the Department of Prospective Development Irina Valeriyevna Sus presented her speech “Principles of Preparation and Presentation of Scientific Publications and their Informational Support”. It was devoted to the stages of preparation of scientific publications, making references and reference lists in scientific documents (monographs, dissertation theses, articles, SRW reports, etc).
Head of the Department of Computer System Study of the RSL Mikhail Yefremovich Schwarzman spoke about an academic style, which is a particular style of scientific – paper – writing. Then he presented a review of computer systems which would help authors make references in their papers automatically. 
Among the topics to be discussed there were such ones as evaluating and analyzing scientific texts with the help of computer means, role of experts in such evaluations, usage and capabilities of authoritative digital collections and databases of scientific and research and technical information when evaluating textual authenticity of scientific papers.
In breaks the guests of the Open House were glad to get acquainted with the exhibition of the authentic uniquely – designed dissertation theses created in the years of 1950-1990. 
Thus, the Russian State Library, which is ever ready to accept new users and move in step with the times in providing services and broadening sphere of work coverage in correlation with the demands both of the epoch and of its readers, once again demonstrated its capabilities and announced its prospects inviting everyone into a captivating travel around the world of book and knowledge.
