20 September 2017, the Ministry of Culture of the Moscow Region and the Committee on the Problems of Education, Culture and Tourism of the Moscow Region organized roundtable “’Resetting’ libraries of the Moscow region. Urgency. Innovations” at the Moscow Regional State Research N.K. Krupskaya Library (Pushkino, Moscow Region).    
 
The event gathered deputies of the Moscow Regional Duma, representatives of executive authorities of the Moscow region, as well as local authorities, public organizations and largest libraries of the nation.
 
Roundtable participants
The specialists were offered the following themes to discuss:
legal regulations for library work as a means of implementation of the concept of the development of modern libraries;
transformation of library as of a social institution;
principles of upgrading for libraries of the Moscow region;
new format of library – and – reader cooperation.

The roundtable was started by Oleg Rozhnov, chair of the Committee on the Problems of Education, Culture and Tourism of the Moscow Regional Duma, candidate of Social Sciences.  In his speech he pointed out the target aim for the time, namely preservation of the most valuable and important library traditions, involving modern technologies as well.
 
Inga Morkovkina, deputy minister of culture of the Moscow region, in her turn formulated the target aim as following, "We are to turn libraries interesting leaving them accessible at the same time”.
 
After that, nine speeches were presented at the meeting:
“Pilot implementation of new forms of work within the framework of the project. ‘Resetting’ libraries of the Moscow region” by Inga Morkovkina, deputy minister of culture of the Moscow Region;
- “Information resources and projects of the patent and technical library” by Svetlana Gorushkina, candidate of Social Sciences, head of the Department of patent and technical library of the Federal Institute of Industrial Property, expert of the Research and education institute of the industrial property,  expert of the Research and educational centre of the Institute of public administration and civil service, deputy of the Public Board on the independent assessment of quality under the Ministry of Culture of the Russian Federation;
“Centres of Support of Technologies and Innovations and their work in Russia” by Angela Rodionova, deputy head of the department of the Federal Institute of Industrial Property;
“Work with youngsters at the All – Russian Patent and Technical Library” by Ekaterina Ustiugova, 1st – category bibliographer of the Information and bibliography FIPS Division;
Yakov Shraiberg’s speech
“Main tendencies of development of library community” by Yakov Shraiberg, doctor of Technical Sciences, professor, the director general of the Russian National Public Library for Science and Technology, honoured person of culture of the Russian Federation, president of the National library association “Libraries of the Future”;

“Electronic resources of the Russian State Library as the basis of development of science, education and culture” by Nina Avdeeva, head of the Administrative department of management and monitoring service for clients of the Russian State Library, IT director of the Russian Association of Digital Libraries, head manager of project Digital Dissertation Library of the Russian State Library. The speech was presented on the video bridge from the 16th Annual international research and practical conference “Digital Century of Culture” (Perm);
“Are social media able to reset library?” by Ekaterina Shibaeva, coordinator of work group of the Russian library association “Libraries and Social Media” and deputy chief editor of the Department of Periodicals of the Russian State Library;
“Technologies of projecting libraries’ future” by Svetlana Tarasova, the director of the Novosibirsk State Regional Research Library. The speech was pronounced on the video bridge with Novosibirsk;
“Cultural and educational stimulant. Exciting people’s demand” by Petr Tishchenko, the director of Moscow regional centre of access to information resources of the Presidential Library (Moscow Regional State Research N.K. Krupskaya Library).
 
While discussing the speeches, the participants marked the rapid development of information technologies and rhythm of the contemporary life as demanding new approaches to library work.
The concept of the modern library included not only proper software and access to electronic resources, but also environment for exhibitions, lectures, tutorials, meetings with interesting people and concerts.
 
Summing up the results of the roundtable, there was adopted a resolution reflecting its participants’ key recommendations to the Ministry of Culture of the Moscow region, the Moscow Regional State Research N.K. Krupskaya Library and municipal establishments of the Moscow region concerning organization of library work within the territory.
