The 23th International Conference and Exhibition Information Technologies, Computer Systems and Publishing Productions for Libraries ("LIBCOM 2019") 25.11.2019
 The "LIBCOM 2019" conference took place 18 – 22 November 2019 in Suzdal (Vladimir Region). The conference events gathered heads and specialists of libraries and publishing houses, books – selling organizations and book – distributors, museums and archives, information centres, universities and high education institutions, computer and Internet companies, as well as lawyers, businessmen and delegates from the establishments of science, culture and education.
The conference was organized by the Russian National Public Library for Science and Technology (RNPLS&T). Traditionally, the Russian State Library (RSL) was among the co-organizers.
 
Within the framework of the events of "LIBCOM 2019" there were carried out the following ones:
  1. Plenary meeting;
  2. Conference central discussion platform “Five years of the ‘National and Centralized Subscription for International Index Databases and Fool-Text Resources’ project”;
  3. Direction board;
  4. Discussion platform “Open Access, Scientometrics and Bibliometry”;
  5. First meeting of open session “Digital Libraries and Information Library Resources – Trends, Problems and Prospects”;
  6. Roundtable “Model Libraries”;
  7. Second meeting of open session “Informational Support of Science and Education”;
  8. Third meeting of open session “Innovations and New Functional of Modern Library. New Software and Technology Solutions”;
  9. Special seminar and roundtable “Sociocultural and Recreation Activities of Library in Digital Society”, together with many, many others.

The participants of the “LIBCOM” conference discussed quite a wide circle of subjects, among which there were the following ones: state of affairs and prospects of development of new information computer and Internet technologies in library practice, national projects “Science”, “Education” and “Culture”, federal projects and programmes of the Ministry of Science and Higher Education of the Russian Federation and of the Ministry of Culture of the Russian Federation, innovations in the modern educational technologies, legal aspects of activities of libraries and of information producers, digital libraries and digital informational resources, scientometrics, bibliometry, etc.
 
The first day of the conference meetings was marked by Vadim V. Duda’s speech. The director general of the RSL presented his report “From ego-systems to ecosystems” in which he pointed out the necessity of cooperation within the professional library community together with the importance of cooperation with the State, society and business.

A matter of particular significance turned out to be the solemn signing of the agreement by the Russian State Library and the RNPLS&T.

The second day of the conference meetings witnessed the first meeting of open session “Digital Libraries and Information Library Resources – Trends, Problems and Prospects”. It was conducted by IT director of the RSL and the director of the Russian Association of Digital Libraries Igor A. Gruzdev, head of the Administrative department of management and monitoring service for clients of the RSL, IT director of the Russian Association of Digital Libraries Nina V. Avdeeva and leading researcher, head of the prospective research and analytical prognosis group of RNPLS&T Mikhail V. Goncharov.
 
Within the framework of the first meeting of the open session two special reports were made – “National Digital Library” by Pavel Yu. Lushnikov, head of the NDL project office, and “Digital resources of the RSL – integration  into educational and research activities” by Nina V. Avdeeva.

After that, there followed the “Model Libraries” roundtable discussion. Its compere and main spokesperson was Anastasiya Yu. Dyatlovskaya, head of the Department of priority and institutional projects of the RSL.
 
In the course of the discussions the participants of the national “Culture” project shared their experience of library modernization and of how it was being realized in practice. The audience got the answers to the following questions:
  1. In which aspects a library could be useful for its community?
  2. Which informational services could be in demand at the library’s premises?
  3. Which professional competences were necessary for the librarians of a new age?
  4. What should library collections be like in order to become popular with users?
  5. Library services and events – what should they be like?
  6. In which ways library of a new generation could cooperate with the authorities, users, social and commercial organizations?

The statistics available witnessed a certain interest to the first meeting of open session “Digital Libraries and Information Library Resources – Trends, Problems and Prospects”: 21 speech was presented, 1 566 visits were made to the official website of the Russian Association of Digital Libraries www.aselibrary.ru during the broadcast of the event.
Still, the third day of the conference meetings was prominent due to special seminar and roundtable “Sociocultural and Recreation Activities of Library in Digital Society”. Head of the “’Leninka’ Corporate University” centre of the RSL  Ekaterina L. Kudrina was its compere and main spokesperson. Nina V. Boronina, the RSL assistant, presented her speech “Reviewing relevant directions of development of library recreation activities within the conditions of digitalization of the society”.

The Russian Association of Digital Libraries was a co-organizer of the aforementioned events. It also realized the Internet broadcast and shooting of the main conference meetings.
