The International conference and exhibition "LIBCOM" "Information technologies, computer systems and publications for libraries” had been held every year since 1997. The conference was started by the Russian National Public Library for Science and Technology (RNPLST).
Themes to be touched upon and its focus on libraries' daily practice make the conference particularly attractive for heads and chief specialists of the largest libraries of the CIS states, librarians and IT specialists, publishers, scientists, specialists of culture and education, world’s producers of databases.

The participants of
the conference "LIBCOM-2011" discussed state of affairs and prospects of new information, computer and internet technologies in libraries’ practice, system and network integration of information and library resources, digital libraries and legal aspects of libraries’ work, etc.

16th November 2011, within the framework of the open session of the conference there took place
meeting “Forming and using digital resources and digital libraries”. The people to preside were IT director of the RSL I. Gruzdev and deputy director general on library and information resources of the RNPLST G. Yevstigneeva.
At the meeting there were also heard two speeches by the head of the administrative department of managing and monitoring service for clients N. Avdeeva. Report “New information technologies in the Russian Association of Digital Libraries” was devoted to the association which had been started in 2005 on the initiative of the Russian State Library, which is well known as one of the leading organizations of the country in the sphere of forming Russian society of developers of digital libraries and working out Russian information resources accessible through the Internet. The report highlighted the main aims of the association, results of cooperation with information partners, and also work of the association on the development of the web – portal of their own where one could get the latest news of the world of digital libraries.

In her report “Organization and development of remote service for clients” N. Avdeeva spoke on the results of development of the digital library of the RSL using the main resource, the Digital Dissertation Library of the Russian State Library (DDL RSL), as the example. She also gave a presentation of additional services provided by the Russian State Library, such as testing texts for plagiarisms using software ”Antiplagiat” and providing access to the DDL RSL for individuals. She mentioned a soon coming Internet – shop of the RSL which should bring nearer more services of the Russian State Library to remote users.

17th November 2011 the director general of the RSL
A. Visly gave an open lecture “World Digital Library” on the history of development of the World Digital Library (WDL). At present the World Digital Library cooperates with 117 organizations from 62 states of the world – in general, they are libraries, archives, institutes, funds and business organizations which present contents, ideas and technologies for the resource, fund meetings of working groups or pay annual fees. The Russian Federation can boast of three national libraries – participants of the project: the Russian State Library, the National Library of Russia and Boris Yeltsin Presidential Library. The open lecture attracted much attention and interest, for A. Visly brought the latest news from the conference of the World Digital Library which had taken place 14-15

Visly took part in the session of the conference “Libraries and the society – modern information technologies and law” “Libraries and copyright – are there any questions?”, where other people to preside were S. Zhurova, vice – chairman of the Russian State Duma, A. Zemskov, chief specialist and councilor of the director general of the RNPLST and Y. Shreiberg, director general of the RNPLST.

Within the framework of the conference “LIBCOM” there was organized a specialized exhibition “Information technologies, computer systems and publications for libraries”.
In 2011 at the exhibition there was presented a stand of the Russian Association of Digital Libraries, which had been started by the Russian State Library. The stand gave information on the work carried out by the association and recommendations on how to create a digital library. There also could be seen prospectuses from the both organizations, i.e. the Russian Association of Digital Libraries and the Russian State Library.

Î. Nikulina, head of the department of support of access to digital resources of the RSL participated enthusiastically in organization of the business trip for the staff members of the RSL and their accommodation. She also took photos and shot videos of the events and speakers of the conference.
So, again conference “LIBCOM” gave its participants a chance to exchange experience in the sphere of information in culture and education, get to know achievements of the higher education institutions of culture, discuss the present and the future of digital libraries, and meet the representatives of business structures working in culture and education as well.
