The ceremony of opening of the RSL virtual reading room was started by the speech of the MSUST rector, professor Tudev Batbayar. He expressed his gratefulness towards the Russian State Library for the access to modern scientific knowledge. Apart from that he thanked the authorized representative of Mongolia in Russian Federation professor Gurbazar Lkhamsuren, who had taken an active part in preparing the event.

Ms Nina Avdeeva pronounced a greeting spech from the Russian State Library. After that she handed “Virtual reading room of the RSL” plaque to the rector of MSUST. From that moment visitors of the Russian centre of the library of Mongolian State University of Science and Technology could enjoy the access to the Digital Dissertation Library of the RSL.

As a sign of opening of the VRR RSL T.Batbayar, N.Avdeeva and L.Gurbazar cut a red ribbon. After that the VRR administrator professor Tuul Chimed opened the doors of the Russian centre for all the citizens and guests of Mongolia.

In continuation of the event, head of the Administrative department of managing and monitoring service for clients of the RSL Nina Avdeeva presented her speech “Digital resources of the Russian State Library”. She acquainted the participants of the forum with the digital collections of the RSL and principles of materials arrangement; she also told them of the new service of the RSL “Testing texts for plagiarism against DDL RSL with usage of the Antiplagiat.RSL system”. Besides she introduced the Internet Store of Services of the RSL. Her speech finished, Ms Avdeeva answered the questions of the guests of the forum and gave several interviews to the representatives of Mongolian mass media.

In conclusion of the event the representatives of the MSUST library were handed a gift edition on the history of the Russian State Library from 19^th century and up to the present times.

From the representatives of the MSUST library, its director handed to the RSL representatives the gift edition on the history of the capital city of Mongolia, Ulan–Bator, which would be transmitted to the funds of the Russian State Library.

The decision to open the virtual reading room of the RSL at the territory of the Russian centre of the MSUST library had been taken by the authorities of the university in order to popularize Russian and attract the attention of the young generation to the language. The event gathered all in all 40 people, the participants of IFOST 2013 from Russia, China and Mongolia, as well as the teachers and staff of the university.

Founded in 1959, Mongolian State University of Science and Technology (former Institute of Polytechnic) represents one of the five leading universities of the state. At first the Institute of Polytechnic could boast of the departments of Architecture, Power Engineering, Geology and Engineering. In 1990, the Government of Mongolia renamed the institute. At present the university counts 15 departments with over 24 000 students.

The library of MSUST plays one of the leading parts in the educational process of the state. It occupies a five – storey building at the territory of the university. At present the library is headed by professor Gulnar Chakerhaan. The library collections are being stocked mainly by subscription, book exchange or trade agreements. Still there exist other sources, such as gift sponsorship and finance support.
