“Crimea 2016” – Forum “Book. Culture. Education. Innovations”

06 – 12 June 2016 the city of Sudak (Crimea, Russia) hosted 2nd International Professional Forum “Book. Culture. Education. Innovations” (“Crimea 2016). The “Crimea” forum is a world professional discussion platform for heads and specialists of libraries, publishing houses, book – selling and book – spreading organizations, museums, archives, information centres, universities and colleges, computer and Internet companies, business, law, establishments of science, culture and education.
Within the framework of the forum there took place the following events: 23rd International Conference “Libraries and Informational Resources in the Modern World of Science, Culture, Education and Business”, 2nd Museum Assembly “Preserving traditions and implementing innovations”, 10th International Symposium “Higher Education Institutions of Culture and Arts in the World Educational Milieu”, 2nd Branch Conference “Publishing and Books – Vectors of Cooperation”, 1st General Conference of the National Library Association “Libraries of Future”.
Among the participants of the forum there were delegates from the Ministry of Culture of the Russian Federation and those ones from the Ministry of Education and Science of the Russian Federation, as well as heads and leading specialists of largest libraries of the world, together with IT companies, university teachers and lecturers, representatives of publishing houses, book – selling organizations, people of science, culture and education, etc.
06 June 2016 there was held the ceremony of opening the forum. The greeting speech was pronounced by the director general of the Russian National Public Library for Science and Technology Yakov Shraiberg. Then there followed speeches by the following participants: first deputy minister of culture of the Russian Federation Vladimir Aristarkhov, deputy minister of education and science of the Russian Federation Liudmila Mikhailovna Ogorodova, first deputy chair of the Educational Committee of the Russian State Duma Oleg Smolin, deputy chair of Committee of Foreign Affairs of the Russian State Duma Svetlana Zhurova, as well as by representatives of state and executive authorities of the Republic of Crimea.
In the course of the day there were presented reports on the accomplished work, this including work on the joint projects of the Ministry of Education and Science of the Russian Federation, Russian National Public Library for Science and Technology, Russian State Library and close corporation “Anti-Plagiat” “Development of an informational system for structuring a united digital collection of authentic scientific works of quality with planned replenishment with modern scientific works in order to provide public access to the collection” and “Development of an informational system on gathering and processing digital copies of monographs, scientific and research works, this including development and launching system of deposition of scientific works and articles” (“Scientific Archives”).
From the Russian State Library there spoke head specialist of the Sector of document study of the Department of Prospective Development (SID OPR) Irina Sus. In her report “Expert Support of Development of Digital Collection of Scientific Works of Quality” she informed on the development of a conceptual document “Methods of identifying sources and evaluating quality of scientific papers” and its addition “Methods of detailed expert study of scientific works of a low rank”. Besides, she touched upon such themes as expert examination of the results of computer – aided ranking of scientific papers performed by a prototype of an informational system of providing public access to the united digital collection of sources of scientific works of quality. The speaker expressed her hope that the developed intellectual products would be in demand and would contribute to evaluating newly – created scientific works, fighting plagiarism, raising efficiency of scientific search and excluding their replication.
Several questions concerning the “Scientific Archives” project, which followed the speech, were answered by executive director of CC “Anti – Plagiat” Yury Chekhovich.
Traditionally, within the framework of the 23rd International Conference “Libraries and Informational Resources in the Modern World of Science, Culture, Education and Business” there was held section “Digital Libraries and Online Resources in the Modern Library and Information Environment” organized with the support of the Russian State Library. The event gathered representatives of federal, regional, public libraries and those ones of higher education institutions, as well as editors of publishing houses and book – spreaders.

1. “Uniting digital resources of the leading libraries of Russia” by Alexander Visly, the director general of the Russian National Library;
2. “Visualizing history of the state in national digital projects – experience of the Presidential Library named after Boris Yeltsin” by Ekaterina Zhabko, the director in information resources of the Presidential Library named after Boris Yeltsin;
3. “Digital library of dissertations and author’s abstracts as a basic element of the Digital Library of the RSL” by Nina Avdeeva, head of the Administrative department of management and monitoring service for clients of the Russian State Library.
There were also read out reports by representatives of different libraries of Russia which were devoted to achievements and novelties in the library sphere, and to plans of further development of digital libraries.
In continuation of the section work, there took place the roundtable discussion “National Electronic Library”. The representatives of the Ministry of Culture of the Russian Federation demonstrated the results of realization of the “National Electronic Library” project which was a largest library project of the modern times. 2. “Legal aspects in the work of NEB” by Ivan Strelets, head of the Administrative department of intellectual property rights of the Russian State Library;
3. “Prospects of technical development and services of NEB” by Ruslan Bobrik, head of Administrative department “National Electronic Library” of the Russian State Library;
4. “Technology for transmitting bibliographic data and documents to NEB by libraries using IRBIS” by Kirill Kolosov, head of the Department of studying and optimizing Internet complex and digital libraries of the RNPLS&T.
The discussion touched upon a range of urgent problems of legal and organizational character, besides the participants shared their ideas concerning how to develop and provide access to the collections of the National Electronic Library for readers.
The work of the section was traditionally finished by awarding participants with diplomas. The awarding ceremony was conducted by Nina Vladimirovna Avdeeva, head of the Administrative department of management and monitoring service for clients of the Russian State Library.

As the organizer of the forum, the RNPLS&T awarded the Russian State Library with the certificate for the support of section “Digital Libraries and Online Resources in the Modern Library and Information Environment”.
