Third International Professional Forum “Book. Culture. Education. Innovations” (“Crimea 2017”)

3 – 11 June 2017, the city of Sudak (Crimea, Russia) hosted the Third international professional forum “Book. Culture. Education. Innovations” (“Crimea 2017”). The “Crimea” forum is a world professional discussion platform for heads and specialists of libraries, publishing houses, book – selling and book – spreading organizations, museums and archives, information centres, universities, professional colleges, computer and Internet companies, of business, of establishments of science, education and culture, and for lawyers as well.
Traditionally, the main organizer of the forum was the Russian National Public Library for Science and Technology (RNPLST).
Still, among co-organizers there had to be mentioned:
• Ministry of Culture of the Russian Federation;
• Ministry of Education and Science of the Russian Federation;
• Federal Agency of Printing and Mass Communications;
• International Association of Users and Developers of Digital Libraries and New Information Technologies;
• Ministry of Culture of the Republic of Crimea;
• Russian State Library;
• All – Russian National M. I. Rudomino Library for Foreign Literature;
• Moscow State Institute of Culture,
This including the inter – regional and local ones:
• Crimea Republican Universal Scientific Library named after I. Franko (Simferopol);
• State – Financed Institution of the Republic of Crimea “Historical – Cultural, Memorial Museum – Reserve Cimmeria of M. A. Voloshin” (Feodosia);
• Tourist Health Complex “Sudak” (ÒÎÊ “Sudak”), the city of Sudak.
The participants of the “Crimea 2017” forum were offered a rich working programme. Within the framework of the forum there were held 24th International conference “ Libraries and Information Resources in the Modern World of Science, Culture, Education and Business”, 2nd General conference of the National Library Association “Libraries of the Future” (NABB), open press conferences, 10th International Crimean Gersikov readings, 3rd Museum assembly “Open Crimean Museum Platform”, open lectures of leading researchers, 11th International symposium “Higher Education Institutions of Culture and Arts in the World Educational Environment”, the Day of Crimean Libraries, 2nd Branch conference “Book Publishing Activities and Libraries – Vectors of Cooperation”, together with other no less interesting events. Among the participants of the forum there were representatives of the Ministry of Culture of the Russian Federation, delegates of the Ministry of Education and Science of the Russian Federation, heads and specialists of largest libraries of the world, leading IT companies, teachers of higher education institutions, publishers, representatives of book – selling organizations, people of science, culture and education, etc.
At the forum opening ceremony (5th June 2017) the director general of RNPLST Yakov Shraiberg presented his greeting speech and wished everyone good luck. After that there were read out greeting speeches by Prime Minister Dmitry Medvedev, by Chairman of State Duma Viacheslav Volodin, by Minister of Education and Science Olga Vassilyeva, by head of the Department of Culture of the City of Moscow Alexander Kibovsky, by the president of the Russian Academy of Education Liudmila Verbitskaya, by head of the Republic of Crimea Sergey Aksenov, by chairman of the State Council of the Republic of Crimea Vladimir Konstantinov and by head of the Administration of the city of Sudak Vladimir Serov. Then the following speakers greeted the audience and congratulated them on the opening of the conference: first Deputy Minister of Culture of the Russian Federation Vladimir Aristarkhov, first deputy chair of the Education Committee of the Russian State Duma Oleg Smolin, deputy chair of the Committee on Foreign Affairs of Russian State Duma Svetlana Zhurova, as well as other delegates from and executive authorities of the Republic of Crimea and, last but not least, the director general of the National Library of Russia Alexaner Visly who emphasized the fact that it was for the first time that at the “Crimea” conference the representative of the library was given a chance to pronounce a greeting speech.
His annual speech “Libraries, Museums, Higher Education Institutions and Book Market within the Common Digital Information Space – Common Features and Peculiarities” was presented by the chairman of the Organizing Committee of the 3rd International professional forum “Crimea 2017”, president of the National Library Association “Libraries of the Future” and the director general of RNPLST, doctor of Technology, professor Yakov Shraiberg.
Traditionally, within the framework of the 24th International conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business” there was held section “Digital Libraries and Online Resources in the Modern Library and Information Space” organized with the support of the Russian State Library. The event was attended by representatives of federal, regional, public libraries and of libraries of higher education institutions, as well as editors and book - spreaders. During the first meeting which took place 6th June 2017 the following speeches were presented:

4. “Digital Collections as a Window to the World of Branch Knowledge” by Elena Zhabko, Yeltsin Presidential Library, St. Petersburg;
5. “Digital Archives of RNPLST – State of Affairs and Prospects” by Mikhail Goncharov, RNPLST, Moscow;
6. “Integration of Patent and Information Resources into the National Digital Library (NDL)” by Alexander Sukonkin, Federal Institute of Industrial Property (FIPS), Moscow;
7. “Developing Technology and Replenishing Digital Collections of their own by RNPLST. Programme Solutions for Cooperation with NDL” by Kirill Kolosov, RNPLST, Moscow;
8. “System of Acquisition of Legal Deposits in the Electronic Form at the Russian State Library” by Anton Yerpulev, Russian State Library, Moscow;
9. “Ethics of Academic Writing – Problems and Solutions” by Yuri Chekhovich, CC “Antiplagiat”, Moscow;
10. “Rukontekst. Innovative System of Search of Textual Plagiarisms” by Evgeniy Fomin, National Digital Resource “Rukont”, Moscow;
11. “Instruments of Information System of Collecting and Depositing Research Materials” by Nina Avdeeva and Irina Sus, Russian State Library, Moscow.
The forum witnessed the meeting with delegates of the Donetsk Republican Universal Scientific Library named after N.K.Krupskaya who presented the Russian State Library with special gift editions.
7th June 2017, the second day of the section meeting was marked by the librarians’ speeches concerning achievements and novelties in the library sphere and by the IT specialists’ reports concerning digital resources for science, education and culture respectively:

7. “Problems of Development of Full – Textual Information Resources at the Scientific Library” by Elena Koviazina, Krasnoyarsk Research Centre of the Siberian Department of the RAS, Krasnoyarsk;
8. “Developing Library Portal of Moscow Region” by Vadim Andreniuk and Natalia Kachina, ELAR Corporation, Moscow;
9. “Evolution of the Znanium.com DLS Project – Analysis of the Present and Prospects for the Future” by Anastasia Aydakova, NFRA – M SRC, Moscow.
Again, as a part of the tradition, the section was terminated by awarding participants with gifts. The awarding ceremony was conducted by Nina Avdeeva, head of the Administrative department of management and monitoring service for clients of the Russian State Library.

Apart from the diverse nine sections, the International conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business” included a lot of parallel seminars, meetings and roundtables. One of them, which was “Project Work of Organizations of Culture, Science and Education in the Electronic Environment”, was held with the support of Yeltsin Presidential Library. The seminar was devoted to the matters connected with latest information systems in the technological processes of Russian libraries. Within the framework of the seminar Nina Avdeeva presented her speech “Digital Resources of the RSL – Contributing into Russian Culture, Science and Education”.
It is impossible to describe the grandeur of the forum and to number the events which were attended by over 1200 participants. For fruitful work there were organized cultural and sports events. Cultural programme included musical performances, a creative meeting with people’s actress of the Russian Federation Angelina Vovk, a concert of the singer and musician Ruslan Alekhno, quiz show “What? Where? And When? in the library and information, book and publishing sphere” and intellectual discussion duel “To the barrier!”. The participants were able to demonstrate their sports achievements in the competitions in tennis and ping pong, billiards and chess. Nina Avdeeva was awarded as the winner of the woman tennis competition at the closing ceremony of the forum "Crimea 2017".

The Russian State Library was marked as the sponsor of the forum and awarded a certificate for the support of section “Digital Libraries and Online Resources in the Modern Library and Information Environment”.
For the first time in the Crimea, the Russian Association of Digital Libraries organized two Internet broadcasts the recordings of which are now available for the public:
- Of Section 1 “Digital Libraries and Online Resources in the Modern Library and Information Environment” within the framework of International conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business”. The section was devoted to the problems of development of digital libraries, to modern systems and services and Internet technologies for libraries and higher education institutions;
- Of Section and roundtable “Project Work of Organizations of Culture, Science and Education in the Electronic Environment”. The main themes of that event were legislative activities in the library sphere, educational projects with use of digital resources of libraries, and basic directions together with the new projects of the Presidential Library.
