International Research and Practical Conference "Revealing Plagiarisms" 07.11.2018
 
International Research and Practical Conference "Revealing Plagiarisms", organized to discuss problems of plagiarism in research papers was held for the third time, and each year it would attract greater audiences and larger numbers of participants. The conference of the year of 2018 was attached to the two different places, 25 and 26 October it was held at the Russian State Library while 1 and 2 November the participants met at Lipetsk State Technical University. The annual meetings of the conference had to be considered significant as sharing experience in dealing with matters of evaluating research works and academic papers as containing plagiarisms or being free of them were concerned.
25 and 26 October 2018, the conference room of the Russian State Library (RSL) gathered over 300 people from different places of Russia and from abroad. Then, over 900 people were following the direct broadcast of the event on the official website of the Russian Association of Digital Libraries http://www.aselibrary.ru.

In the discussions devoted to search of modern resources for identifying plagiarisms in research papers and to achieving aims of raising quality of education and of the very process of research work in Russia there took part representatives of higher education institutions, of Scientific Research Institutes, of mass media, of social organizations, together with developers of information and search systems and services, and lawyers as well.

Participants of the event

The participants of the conference obtained a unique chance to get acquainted with innovative technologies of text processing and of evaluating their authenticity, of integration of search systems into informational and educational environment of organizations. They were also invited to discuss legal and ethical aspects connected with presence of textual borrowings in research papers, to share their experience of implementation and practical usage of anti – plagiarism software in scientific, publishing and educational spheres, as well as to tighten professional relations.

The agenda of the conference included the plenary meeting, roundtable "Transformation of role of anti-plagiarism means in higher education in Russia – from controlling plagiarism volumes to up-bringing academic honesty". There were also held four thematic meetings: "Innovative technologies and services for forming digital informational and educational environment", "Legal aspects of revealing plagiarisms in academic and scientific papers", "Ethical and methodological problems of revealing plagiarisms" and "Experience of implementation and practical usage of plagiarism – detecting software products in scientific, publishing and educational spheres".

A disputable point turned out to be the problem of setting norms of authenticity for final qualifying papers, dissertations and scientific articles. Specialists of higher education institutions shared their experience, while the representatives of the RSL and of the "Antiplagiat" company disagreed and emphasized the opinion of their own that no "threshold levels" could exist for the volumes of incorrect borrowings. Even littlest volumes of plagiarisms had to be considered illegitimate. Numerous speakers would mark the "Antiplagiat" software to be the best of the products of the same kind. It possessed a large and relevant search base, it was upgraded with the new capabilities, such as to detect the presence of plagiarisms being expressed by paraphrased or translated text fragments. The examples of interoperation and integration of the "Antiplagiat" system with other services were demonstrated in the speeches by Sergey A. Kinash (head of the laboratory of information technologies of distance learning of St. Tikhon's Orthodox University), by Vladimir T. Gribov (the director general of LLC "Data Express"), by Konstantin N. Kostiuk (the director general of LLC "Direct Media") and by Denis S. Tareev (project manager of the automation system for educational processes of the "Author – VUZ" company).

Another debatable matter generating rather controversial opinions to be spoken out turned out to be open access to the texts of qualification papers and dissertation theses. Ivan I. Zasursky (head of the Department of New Media and Theory of Communication of Faculty of Journalism of M.V. Lomonosov Moscow State University) was among those who supported the idea. Yakov L. Shraiberg agreed and expressed his opinion that it was time to transfer to the "open science" without restrictions in access to the results of the research work. Placement of the achievements of any research activity in open sources had to be promoted and encouraged. After that the participants of the event discussed the specific features of borrowings expertise for qualification papers of higher and further education. Irina B. Strelkova (associate professor of the Department of Management and Educational Technologies of Belarusian State Pedagogical University named after Maxim Tank) shared her experience in dealing with the aforementioned matter. She was followed by Olga S. Bobrova (associate professor of Saint Petersburg State University of Economics), Anna G. Alyabyeva (head of the Department of Philosophy, History, Theory of Culture and Arts of Moscow State Institute of Music named after A.G. Schnittke), Nataliya N. Pachina (professor of Lipetsk State Technical University) and Valery P. Dyachkov (associate professor of the Department of Information Technologies and Statistics of Viatka State Agricultural Academy). Revealing plagiarisms in digital codes within the framework of the process of supervising the students’ knowledge became the theme of the speech by Yana O. Yarovenko (software engineer of Belarusian State University).

Implementation of the "Antiplagiat" system in publishing was the theme of the speech by Gennadiy O. Yeriomenko (the director general of the research digital library eLIBRARY.RU) and by Alexander Yu. Kuznetsov (executive director of NPP "NEICON"). Ethical problems of borrowings of the scientific and students’ works were the theme of the speeches by Anna V. Kuleshova (chair of the Council on Ethics of Research Publications of the Association of Science Editors and Publishers), by Ivan K. Kornilov (professor of Moscow Polytechnic University), by Elena G. Grebenshchikova (head of the Centre of Science and Information Research in Science, Education and Technologies of the Institute of Scientific Information on Social Sciences (INION) of the Russian Academy of Sciences) and by Natalya V. Rodionova (professor of the Department of Management and Marketing of Vladimir State University). Possible solutions for legal problems of plagiarism revealing and plagiarism preventing for qualification papers and other research works were sought for in the speeches by Elvin S. Teimurov (senior lecturer of the Department of International Law of Kutafin Moscow State Law University), Maxim V. Vorobyov (head of the Department of Civil Trial, of Arbitral Proceedings and of Customs Law of Kursk State University), Alexander N. Dementyev (professor of Kursk State University).

Speech "Methods of Sources Usage in Teaching Academic Writing" by Irina B. Korotkina (head of the Centre of Academic Writing and Communication of the Russian Presidential Academy of National Economy and Public Administration) was heard with a vivid interest by the audience. The dispute revealed the degree of significance of the discussed matters and brought forward a range of serious problems. There lacked a commonly-used terminology, methodological support of specialists involved into the process of identifying plagiarisms in research works also left much to be desired. The admissible volume of borrowings varied, state support turned out to be poor enough, etc. As a result there were formulated decisions which served a basis for the Resolution of the Conference to be adopted.
The cultural agenda of the conference was composed of excursion tours around the main building of the Russian State Library as well as around the Museum of Book which was only one within the nation. The guests were also offered to visit exhibition "Books of the old house – world of childhood of 19th–early 20th centuries" which was to be continued till 27 January 2019 at the Ivanovsky Room.
