Opening of RSL Virtual Reading Room in library of State University of Moldova 06.04.2012

 
04th April 2012 at the State University of Moldova there took place a ceremony devoted to the opening of a Virtual reading room of the Digital Dissertation Library of the Russian State Library (DDL RSL), which was one more result of the cooperation of the Russian State Library (RSL) and the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO) under project “Virtual reading rooms of the Digital Dissertation Library of the Russian State Library in national libraries and libraries of the leading higher education institutions of the CIS states” within mega-project “Vaults of Commonwealth: libraries” (the project was destined for solving problem of getting access to full texts of candidate’s and doctor’s dissertations and author’s abstracts from the DDL RSL and thus for contributing to the development of culture, science and education of those countries, and for eliminating information inequality as well).
The State University of Moldova can boast of 14 departments with over 17 thousand students. Students choose either of the 59 specialized programmes for bachelor’s degree, 73 programmes for master’s degree and 66 specializations for post graduate studies. Approximately 1,400 teachers of the university work at 59 chairs. 7 centres for science and research consolidate 20 laboratories for research in science and humanities.
The delegation of the Russian State Library included the head of the administrative department of managing and monitoring service for clients (DMMS) of the RSL Nina Avdeeva, deputy head of the department of support of access to digital resources (DSA) Tatyana Blinova and production manager of the department of prospective development (DPD) Artem Poltorykhin.

 Before the official ceremony of opening the Virtual reading room of the RSL, the delegation met rector of the State University of Moldova professor, Doctor of History, George Chokanu.  At the meeting there were also present pro-rector in social questions of the State University of Moldova associate professor Tudor Arnaut and the director of the Central library of the State University of Moldova Ekaterina Zasmenko. The parties exchanged greetings and discussed problems of structural changes in the University and the Central Library; they also touched upon more general matters, such as questions and prospects of education in the Republic of Moldova.

  The ceremony of opening the Virtual reading room was started by pro-rector in social questions of the State University of Moldova associate professor Tudor Arnaut. The director of the Central Library of the State University of Moldova Ekaterina Zasmenko greeted the audience and thanked the IFESCCO and the RSL for the opportunity of getting access to modern scientific knowledge. She expressed her hope that this could strengthen international cooperation with Russia.
From the IFESCCO and the RSL, Nina Avdeeva, the head of the DMMS RSL and head manager of the project DDL RSL greeted the audience and presented her report “Digital Dissertation Library of the Russian State Library as a leading resource for science and education”. She spoke on the development of the resource and rules of access, and on the joint project of the IFESCCO and RSL as well. Besides, she informed the audience about the collections of the digital library of the RSL and on the statistics of the resource usage.

Deputy head of the DSA RSL and chief specialist of the project DDL RSL Tatyana Blinova spoke on “Software for the Digital Dissertation Library of the Russian State Library. Antiplagiat by the RSL”. She gave details on the software used to access DDL RSL and a new service by the RSL “Testing texts for plagiarism against DDL RSL with ‘Antiplagiat’ system”.

In the end, deputy director general of the State Agency on Intellectual Property of the Republic of Moldova (SAIP) Ion Tsigenash presented his report “Copyright Protection in the Republic of Moldova”. The speaker gave details on the development of legislation concerning copyright and other intellectual property rights in the Republic of Moldova. He pointed out problems and contradictions connected with the development of modern society and information technologies. He also enumerated projects of changes in intellectual property rights legislation offered to the government, ministries and other central administrative bodies by the SAIP.
The RSL staff members answered the questions on rules of access and organization of the DDL RSL, on copyright questions in Russia and on cooperation with authors carried out by the RSL.

The ceremony gathered about 50 participants, mainly, staff members and teachers of the University and representatives of libraries of higher education institutions of Moldova. Besides, the event was attended by Julia Semchenko, chief specialist of the Russian Centre of Science and Culture, and professor Victor Kostetskiy, head manager of projects of the Russian Centre of Science and Culture.
Later on the representatives of the RSL visited the Central Library of the State University of Moldova and the Department of Philology of the University; they also saw the Chair of the Russian Philology and centre “The Russian World”.

The Chairman of the Russian Philology, Candidate of Philology, associate professor Vladimir Nosov presented to the guests work carried out by the “Russian World” centre; he showed the collection of printed editions in Russian and spoke about the process of education, laying special stress on the problem of studying Russian by young people.

Signing the contract
During their stay in Moldova, the RSL delegation visited the National Council for Accreditation and Attestation of the Republic of Moldova (NCAA) and the National Library of the Republic of Moldova. At the National Council for Accreditation and Attestation of the Republic of Moldova they met President of the Council, academician Valery Kantser and also another the representative of the NCAA, Candidate of Social Sciences Tatyana Spataru. The parties discussed questions of development of modern science, of plagiarisms in scientific works and prospects of cooperation. The discussion was concluded by signing the contract enabling the NCAA restart accessing texts from the Digital Dissertation Library of the RSL.

At the National Library of the Republic of Moldova the representatives of the RSL met the director of the library Alexey Reu. For the fourth year, at the library readers had been able to access full texts of dissertations and author’s abstracts from the DDL RSL. The director of the National Library was handed plaque “Virtual Reading Room of the Russian State Library”. Mr Reu pointed out the importance of cooperation with the IFESCCO and the RSL and expressed his hope that in future financial difficulties wouldn’t prevent Russia and Moldova from exchanging scientific and cultural experience. The participants of the discussion spoke on the problems of stocking library collections and copyright protection, and also about the way of getting a legal deposit copy by libraries. They touched upon such matters as lack of qualified personnel in libraries and necessity of cooperation of national libraries of different countries.

The delegation of the RSL saw the Department of work with rare books of the National Library of the Republic of Moldova, where head manager of the project DDL RSL Nina Avdeeva showed how to access the collections of the RSL and, in particular, collections “Early printed books” and “Universal Collection”. The employees of the Moldova National Library thanked the Russian State Library and the IFESCCO for the access to the full texts of dissertations and author’s abstracts of the DDL RSL and pointed out the importance of organization of such access on the premises of a national library.
 So, cooperation of the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation and the Russian State Library on the project “Virtual Reading Rooms of the Digital Dissertation Library of the Russian State Library in national libraries and libraries of the leading higher education institutions of the CIS states” under mega-project “Vaults of Commonwealth: libraries” resulted in opening one more RSL Virtual reading room, this time it was the first VRR in the Republic of Moldova opened within the territory of the leading higher education institution of the country.
At last the teachers, students and post-graduates of the State University of Moldova could enjoy a unique opportunity of getting access to the full texts from the Digital Dissertation Library of the Russian State Library, which, in its turn, had to contribute to the development of culture, science and education in the Republic of Moldova and to the development of cooperation of the academic communities of our states in a whole, and to strengthening of international cooperation.
