The 10th International research and practical conference “Digital century of culture” 08.05.2011
25 - 29 April 2011, Ministry of Culture of the Russian Federation, Russian State Library, Main Information and Calculation Centre of MinCulture of Russia, Russian Association of Digital Libraries (NPP "ELBI") and foundation “Digital Century of Culture” held the 10th jubilee International research and practical conference “Digital Century of Culture” in the picturesque valley surrounded by the mountains of the National Park of Sochi, in the settlement of Krasnaya Poliana of Krasnodar Territory.
The key directions of work of conference "Digital Century of Culture” were outlined as identification and discussing ways of informatization of different branches of culture, practical solution of the arising problems, getting to know the latest achievements in the field of computer and information technologies, digitization of information, as well as new ways of transmitting, storing and exchanging information.
The conference of 2011 gathered about 100 specialists from different establishments of culture and education, and from commercial structures working in the sphere of digital resources. The participants of the conference heard 34 speeches.
The first day of the conference was started by plenary meeting “Intellectual search systems” which was presided by Alexander Visly (the director general of the RSL), Jacob Shraiberg (the director general of the RSNLST), Ramazan Abdulatipov (the rector of the MSUCA) and Anton Likhomanov (the director general of the RNL).

Visly reported the main ideas of the speech by the RF Prime Minister V. Putin devoted to work of libraries and museums. He highlighted the programme worked out for rising level of informatization and improving material and technical base of social and public libraries financed by the Ministry of Culture of the Russian Federation. He also touched upon the problem of creation of electronic collection of Russian classical literature as well as of problems of the existing services of electronic content.
The speeches of other participants of the plenary meeting were devoted to essence, contents, main aims and prospects of digital culture, to the role of libraries in the modern information society, and also to the technology of digitization of library funds. There were described the main theses of the programme of development of the all – Russian computer library net and of automation of the state library services.
The second day of the conference, 27th April 2011, was marked by 2 plenary meetings. In the morning Oleg Neretin (the director of the Department of science and education of the Ministry of Culture of the Russian Federation) and Sergey Butsik (pro – rector on studies of the FSOU HPE “Chelyabinsk State Academy of Culture and Arts”) presided over plenary meeting “Digital library systems for the sphere of education in the field of culture and art”.
Within the framework of the meeting there were discussed different questions connected with the importance of the DLS for education, the role of higher education institutions in creation of the DLS. There was also presented detailed analysis and criteria for estimation for digital library systems.
In the afternoon Alexander Sukonkin (deputy director of the Department of science and education of the Ministry of Culture of the Russian Federation) and Viacheslav Demchenko (deputy director general of the FSUE “GIVC of the Ministry of Culture RF”) presided over plenary meeting “State catalogue of the Museum fund of the Russian Federation – new decisions and prospects”. All the speeches and reports of the meeting were devoted to cultural activity of the museums of the Russian Federation.
28th April 2011 there took place plenary meeting “Digital libraries” within the framework of the annual scientific and practical conference of the Russian Association of Digital Libraries (NPP "ELBI"). This year the conference was united with the “Digital Century of Culture” conference. The conference was presided by Igor Gruzdev (the director of the Russian Association of Digital Libraries), Nina Avdeeva (deputy director in IT of NP ELBI) and Mikhail Goncharov (director of the Centre of development and support of Internet technologies of the RSNLST).
Within the framework of the plenary meeting Nina Avdeeva and Olga Chemodanova presented their speech “Software for the Digital dissertation library of the Russian State Library (DDL RSL)”. The speech contained information on the development of the DDL RSL resource, as well as on the rules and possibilities of the access to the full texts of the works. A special attention was drawn to the software. At present the RSL uses 4 systems to access the texts. Two of them, web – interface for online viewing and the “Adobe Reader” programme were used only for viewing the texts from the Open digital dissertation library of the RSL (ODDL). The other two, “DefView” and “DVS”, opened texts of dissertations of open access and of the restricted one. The speech gave details on the characteristic features and spheres of application of each of them.
One of the speeches of the “Digital libraries” meeting was devoted to the system of “Antiplagiat.RSL” which was specially developed for testing texts for plagiarisms against the collections of dissertations and author’s abstracts of the Russian State Library. The speaker, Yuri Chekhovich, the executive director of the CC “Antiplagiat”, highlighted new possibilities of the software as covering a wider circle of spheres of search, making work of the system faster and giving the RSL experts an opportunity not only to test documents against several collections at a time, but also to edit the reports received from the system.
All the events of the scientific and practical conference “Digital Century of Culture” were broadcast on the official website of the Russian association of digital libraries www.aselibrary.ru. According to the statistics, apart from its participants, the conference was viewed by approximately 1000 distant users every day of its work.
