The Ceremony of Opening a VRR RSL at the Himnasy 2 (Perm) and Participation of the Representatives of the RSL in the 17th Forum of Public Libraries of Russia Bibliokaravan 2018

13 September 2018, the Municipal Autonomous Educational Establishment "Himnasy 2" ("High School 2", Perm) hosted the opening ceremony of the Virtual Reading Room of the Russian State Library (VRR RSL). Due to modern tele-communicational technologies, such a reading room would provide the opportunities of access to the Digital Dissertation Library of the RSL (DDL RSL) and to other digital collections of the national library for the staff and school children.
Himnasy 2 became one of the first among the Perm establishments of general education of a new type oriented at the versatile children up-bringing, at active development of their intellectual and creative skills, of their being prepared to work and to choose the direction for their further employment.
22 March 2018, there had been opened the Mediacentre at the Himnasy, which was an inter-active reading room specially equipped for work with diverse electronic resources.

The ceremony of opening a VRR RSL at the territory of the Himnasy was the first event of that kind hold at the secondary school. The delegates of the Russian State Library (RSL) were Nina V. Avdeeva, head of the Administrative department of management and monitoring service for clients of the RSL (UFKS RSL), head manager of project “Digital Dissertation Library of the Russian State Library”, and Ekaterina G. Malysheva, head specialist of the Department of support of access to digital resources (OPD) of the UFKS RSL.

Among the guests of the ceremony there could be named the following ones: Alexander R. Protasevich, deputy minister of culture of the Perm Krai, Maria A. Zilbermann, head of the Administrative department of strategic planning of the Department of Education of Perm Administration; Lyudmila A. Sukhanova, director of Himnasy 2 of the city of Perm; Diana S. Vatolina, head of the Department of education of the Motovilikhinsky region of the Department of Education of Perm Administration; representatives of Perm State University, heads of educational establishments and of libraries of the city of Perm.
The Perm State Regional Universal Library named after A.M.Gorky was represented by Marina N. Khabirova, its deputy director, who pronounced her greeting speech. Another representative of the same establishment was Natalia A. Timofeeva, head of the Department of Digital Resources and Periodicals. Among other guest of honour there were Svetlana N. Khaerzamanova, the director of the Municipal State Financed Establishment of Culture "Municipal Libraries Association" of Perm, and Ekaterina S. Sirotina, deputy director of the Municipal State Financed Establishment of Culture "Municipal Libraries Association" of Perm.

Nina Vladimirovna addressed to the audience her greeting speech in which she pointed out the importance of access to the digital collections of the RSL for the pupils of the high school. The contents of the DDL RSL would contribute to broadening of their personal horizons as it concerned the contemporary science. Then, pupils would get benefits in choosing their job and higher education institution for the future. Meanwhile the latest achievements in methodology described in dissertations in psychology and pedagogy could be successfully used by school teachers in their every-day practice.

The RSL could boast of the significant experience in developing and supporting VRRs. 657 such reading rooms had been opened since the year of 2003 in almost all the regions of Russia, in 8 CIS states (Belarus, Kazakhstan, Moldova, Uzbekistan, Azerbaijan, Armenia, Kyrgyzstan, Tajikistan), as well as in Iran, Ukraine, Georgia, Lithuania, Mongolia, Finland, USA, Bulgaria, Poland, Hungary and Serbia. Speaking about the development of the VRR RSL network, Ms Avdeeva marked, "Only a few schools in Russia are participating in the project for the time being. But the opening ceremony of the scale comparable with the today’s one was organized at only several universities and large libraries in our country and abroad. Education starts at school, and our task is to teach school children work with information, make reviews of sources, quote and produce correct references".

Nina Vladimirovna handed memory plaque "Virtual Reading Room of the Russian State Library" and the gift album of the RSL to the director of Himnasy 2 of Perm. Among other greeting speeches to be pronounced there could be mentioned those ones prepared by .N. Khabirova, L.. Sukhanova and Christine A. Ilyinskaya, methodologist of the information and library centre of Himnasy 2. The opening of the VRR RSL was also marked by speeches of the pupils attending the high school. They recited the pieces of poetry written by Maria N. Yusupova, teacher of Russian and Literature, and by other authors, too. The poetry proclaimed the new age for the libraries, their entering the era of digital technologies:

The representatives of the RSL hold a master class for the participants of the opening ceremony where they demonstrated how to work with the electronic resources of the RSL. Their speech was accompanied by the presentation illustrating the diversity of the digital collections of the RSL and a wide circle of capabilities for readers. N.V. Avdeeva and E.G. Malysheva gave a brief history of the RSL and of its electronic collections, of which the largest one and the one of the greatest demand was the DDL RSL collection. That unique database included 933,540 full texts of dissertation theses and of author’s abstracts in all the possible subjects and specializations in which academic degrees were awarded. Website of the DDL RSL http://diss.rsl.ru could boast of simple, convenient and intuitively understandable search and navigation tools.
Authorized reader of the VRR RSL could make and save in their account selections of document pages; they could work with both, editions of the open access and with the editions of the restricted access. In order to prevent unauthorized copying of the latter readers were offered to realize all the actions with the help of the system for protected document viewing DVS (Document View System).
Apart from that, in their speech the representatives of the RSL touched upon different ways of enrollment existing at the library, its virtual reference service (https://www.rsl.ru/en/4readers/contacts/dopolnitelnyie-kontaktyi/virtualnaya-spravochnaya-rgb) and virtual exhibitions as well (http://presentation.rsl.ru). Ms Avdeeva and Ms Malysheva would also mention the services offered to potential customers through the RSL Internet Store of Services (http://store.rsl.ru). The point of their particular attention was the newly – restarted service "Testing texts for plagiarism against the full text database of DDL RSL with usage of the Automated System of Specialized Text Document Processing" developed by the "Antiplagiat" joint stock company. While discussing capabilities of the library for fighting plagiarism in the scientific community, there was announced the coming "Revealing plagiarisms 2018" international research and practical conference which was taking place 25-26 October, 2018, at the RSL.
The master class organized by the RSL specialists was a success with the audience, and a lot of diverse questions were asked and answered then.

The opening of the VRR RSL at the establishment of secondary education was praised highly by the professional community. .. Zilbermann pointed out that "digitalization of education remained one of the strategic lines of the Department of Education", while "the resources of the RSL were scientific and trustworthy", and school children needed to obtain skills in working with them for their adaptation in the conditions of the contemporary world.
The unusual character of the event gathered numerous representatives of mass media who revealed their genuine interest. Short reports from the opening ceremony were broadcast by the "Vetta" channel, as well as by channels "Russia 1" and "Russia 24". 17 – 18 September, 2018, Nina V. Avdeeva represented the Russian State Library at one more series of events of the Perm Krai. That time it was 17th Forum of Public Libraries of Russia "Bibliokaravan 2018" with the general topic "Libraries and their role in the development of the tourist resources of the territory". Ms Avdeeva spoke to the participants, and in her greeting speech she pointed out that "attracting tourists to the region had long ago stopped being tourist firms’ task. It became a common aim of numerous interested organizations". Libraries supported those activities by way of usage of latest tele-communicational technologies which helped to create digital collections of documents, organize virtual exhibitions and broadcast online diverse events. All that contributed to turning local regional places of interest attractive for wide circles of people. Nina Vladimirovna would also give a brief review of the digital collections of the RSL and of its services. She pointed out the significance of the forum for "cooperation, setting inter-regional contacts, for professional and personal communication, for experience- and ideas- interchange aims". In conclusion she wished everyone to work fruitfully, to develop new projects and reveal new partners, as well as to obtain bright tourist impressions. The speaker handed the plaque with the text of her greeting speech to Elena V. Seziomina who was the director of the Perm State Regional Universal Library named after A.M.Gorky.

Vera A. Riabkova, deputy head of administration of the Ilyinski municipal region of the Perm Krai in social questions, presented the RSL with a new issue of a well – known child miscellany "Oliapka" published by the Perm book publishing house since the year of 1961. "Oliapka 16" (the issue of the year of 2018) was entitled "Trip around the Ilyinskoye". Like its predecessors, that small rare book of 140 pages contained a collection of poems, stories and other pieces of literature written especially for children.
lexander R. Protasevich greeted the audience at the opening of the plenary meeting and presented his speech "Information as a basis of development of the cultural and tourism region potential". He pointed out the topicality of the forum theme and wished everyone to work successfully and to get vivid emotions and bright impressions. As for Mr Protasevich’s speech, its core attention was directed at the state of affairs of the tourist branch of the region and at the tendencies of its development, at the growth of volumes of the internal tourism and at diverse aspects of cultural and tourism potential of the Perm Krai as well as at their support. While considering the role of the establishments of culture in realization of tourism projects, the speaker marked the RSL and its leading positions in the sphere of development and support of electronic libraries.
The participants of the forum could enjoy a rich cultural agenda. There took place trips to Perm, Gubakha, Lysva, Chusovoy and Kungur. The excursion tour to settlement Ilyinski which was organized 16 September included a visit to Ilyinski inter-settlement A.E. Teploukhov library and to Ilyinski regional museum of local history. Nina V. Avdeeva managed to meet Svetlana V. Trapeznikova, the director of the Ilyinski inter-settlement A.E. Teploukhov library, and Anatoli I. Krasnoborov, head of the Ilyinski municipal region. From the RSL, Ms Avdeeva greeted the audience and wished them to enjoy their business communication.
